In a recent letter to climate negotiators and stakeholders, COP29 President Mukhtar Babayev outlined an ambitious vision for this year’s UN climate conference in Baku, Azerbaijan. The letter emphasizes two key pillars: enhancing ambition and enabling action, with climate finance as the top priority.

Babayev stressed the urgency of addressing climate change, calling it a “real and present danger” affecting billions worldwide. He highlighted several key focus areas for COP29:

  1. Agreeing on a new collective quantified goal (NCQG) for climate finance
  2. Finalizing the operationalization of Article 6 of the Paris Agreement
  3. Fully operationalizing the Loss and Damage Fund
  4. Encouraging countries to submit ambitious, 1.5°C-aligned Nationally Determined Contributions (NDCs)
  5. Advancing work on National Adaptation Plans and adaptation finance
  6. Improving transparency through Biennial Transparency Reports

The COP29 Presidency plans to engage with various stakeholders, including the G7, G20, multilateral financial institutions, and the private sector, to build momentum for climate action. Babayev emphasized the need for inclusive and transparent negotiations, calling on all parties to work together to make COP29 a success.

The letter concludes with a call to action, urging all participants to come to Baku ready to enhance ambition and enable action, as “billions of people are counting on you to meet these responsibilities and seize these opportunities.”
